No, unfortunately, Precision Finding requires the device to have an Ultra Wideband chip. The iPhone SE series does not have this. On the iPhone SE, Play Sound can be used to pin point an AirTag. These iPhones support Precision Finding: iPhone 11 Series. iPhone 12 Series.
And if any iPhone, iPod Touch (iOS 14.5 or later), iPad (iPad OS 14.5 or later), Apple Watch (WatchOS 8 or later) in that vicinity hears it, it immediately sends out the AirTag’s location data
It does not connect to WiFi at all. It uses bluetooth, with other devices that may be near it. i.e what sends the location of the tag are any Apple devices around it that are nearby and can pick it up. The battery in the AirTag is replaceable. It's a normal coin style battery.
